Oh, I didn't realize you got your own ArcGIS Online organization with a personal use license. Tracker is a premium app so there is an additional license you need to purchase for each user of the mobile app. You can purchase the license through the Esri store here. Once your ArcGIS Online Organization has at least one Tracker license, you will be able to enable location tracking.
