My HTML commands for style options are showing up in my published survey. I am using survey123 connect to build this survey. This was not an issue 2 weeks ago. Is this a bug now?

Try <p style="text-align:center">, and use </p> to close it.

Due to the big update DougBrowning mentions, the solution mentioned will probably not work when you upgrade Survey123 to version 3.13.xxx.  Before you update to the current release, read the link from DougBrowning so you know how to use the new HTML formatting codes
