Populate child repeats automatically

I have created a survey from a feature service using the child repeat records table (DWELLS) below , how can I populate the child records without actually going into the child repeat (DWELLS)?

So for example I have the value of 3 in the ${o_rbld} field, I would like the 3 records populated so that when I open my survey from the Dwells table I have 3 corresponding surveys.

I have noticed the first repeat is there automatically however surveys fpr the other 2 would not be created unless I tab through the Dwells repeat in the feature service from before submitting it.

No it cannot be done.  You can use repeat_count and it will create exactly 3 but pretty sure it will not populate the values of all 3 repeats at once unless the user navigates through all 3.  You can test it.
