Offline Map is Vector Tile Package instead of a Web Map

I created a survey in Survey123 Connect and want to link an offline map that would contain the associated Feature Layer so that surveyors could click on a feature and add their data or create a new feature. I followed the workflow provided in this storymap: https://storymaps.arcgis.com/stories/723f914745a24e4d8baf0b9a66335666

When I open Survey123 Connect to link my offline maps to my survey, they are showing up as Vector Tile Packages instead of Web Maps and are not linkable. How can I change this?
