We would like to create a public Survey123 form, with the option to upload documents. My question regarding this, is there any data cap in ArcGIS Online? Meaning, is it possible to reach a maximum amount of content uploaded to AGOL?

Fixes and improvements include the following:
The maximum file size of a File upload question can be configured as 500 MB for surveys in ArcGIS Online.
The ArcGIS Living Atlas category has been added when setting the source layer for calculation or populating the choice list of Dropdown questions.
If you mean total for all your AGOL then no just have to pay the storage credits.

The size limit for attachments is 10mb per attachment, but I don't think there's a limit to the total amount of storage you take up. You can check out this support page for a few work arounds to the document size limit.
I suppose as long as you're willing to pay the storage costs, Esri won't complain. 😉
