Hiding sensitive data in public submission URL

I followed this to hide contact information that the public is including in their survey:

The problem is that by hiding the contact info fields in the results view layer (which is the submission URL), the public can submit a survey with their contact info, but then it is blank in the source feature layer so it isn't being collected.

Any help on how to hide fields in the public submission layer would be appreciated. I want to be able to hide the contact info fields for the public submission view layer if someone goes to the Data tab for that layer, but still have the contact info show on our internal source feature layer.
