Dynamic list for survey question not showing all records

Hi, we have a survey published with connect that is part of a road closure automation. We have a few text fields asking for street names.

The fields in question are looking to a dissolved street service that we are using as a dynamic list, to help users enter the street name correctly. The service is on our enterprise 11.3 portal, the survey itself is on our arcgis online org.

We have max records on the service set to 3500, and the service table itself has ~2700 rows. Everything seemed to be working correctly, but now the dynamic list is not showing records at the end of the table, like its getting hung up on the old 2000 row limit for dynamic lists. To my knowledge this was patched in 2023. 

So I am not sure why it suddenly stopped working. It was working correctly a few weeks and then this behavior started. I can't seem to find the answer looking at documentation.

Since our street names arent changing constantly, I'm wondering if we should just setup a job to write our service to a static table, hosted on AGOL or wherever, that the survey can reference, if this is some issue with the service.

This issue has been solved. The survey creator was pointing to the wrong source for the dynamic list. Since he was using connect, I couldnt see it and assumed he was looking at the right service on portal. Though I'm still a little unsure why it wasnt working since the hosted layer he was pointing to should have still worked with the old 2,000 row limit patched out.
