Constrain next repeat based on nested repeat answers

I have a form which contains nested repeats.

The nested repeat is constrained by the repeat_count column where users have to say beforehand how many X they are collecting and I can block them to go to the next nested repeat by using required questions.

However, even if they do not fill all the nested repeat questions, they can still change the parent repeat!

I have this repeat "parent" and under this is a nested repeat "children". Before the "children" repeat, there is a question: how many children are there and the answer is put in repeat_count and for every children repeat, there are required questions that the user has to answer, meaning they can not go to the next children repeat if they have not answered all the required questions.
But even if not all required questions in every children has been answered, the user can still change the parent repeat!

Is there any way to control this?
