I am receiving this error this morning when trying to generate a report.

Hey @AirX

If you go to that location using the itemID, does it show you have sufficient access?

Example: https://<company>.maps.arcgis.com/home/item.html?id=807fd7f312874ee9b82b5229518bab8c

Hey @AirX

This could be your issue! Is this layer shared with you? You may need to readjust the sharing options to get it back to the right permissions, I would be sure that the user/account running the survey also has correct permissions.

It looks like it is the Bing Maps Hybrid layer. Not sure how to change this.

Hey @AirX

If it's a layer you retrieved from the ESRI public layers, it may have had its permissions changed for either it going private or an update. You may need to enter the map, remove the Bing Maps Hybrid layer, and then add a new hybrid layer through the Basemap option here (if it's a basemap):

Otherwise if it's not a Basemap, you may need to remove the problematic layer, and find an alternative if the permissions cannot be changed.

Try changing your basemap to something other than Bing (in the report template if it is defined).

If it then prints, I'd say it's because the Bing Hybrid layer is depreciated: https://www.bingmapsportal.com/.
