Add notification for deleted or deprecated surveys on end user devices - Esri Case #03716444

It's unclear to an end user whether a survey on their field device has been either removed from the online environment or deprecated. Notifications are limited to "updates" only. End users may find themselves trying to submit a record on the defunct survey, only to receive an ambiguous error message ("send Error"). If you click on the entry in the Outbox, you will get a slightly more detailed error 'Item does not exist or is inaccesible', but that can still be confusing to the end user.

One of our users was able to add 5 survey records to the defunct survey before flagging his concern to me. Instead of using one of our designated field devices he was recording his surveys on his phone, and had a full array of old surveys that no longer exist. 

While this calls for heightened control and more oversight of our field devices and their content, these situations can still easily arise on their own -- surveys are sometimes replaced during the field season; devices can't be returned to administrators because of location; other devices are used due to damage/loss, etc.

I agree this would be useful, especially when working with volunteer (community) users. We currently contact users when a survey is being deprecated and also publish an update to the deprecated form with a note at the top explaining that the form is no longer in use etc. But issues can still occur.

Good idea! We have run into this issue as well as sometimes a form update requires a full re-publish
