I am trying to add action to my paragraph, but the action button is grayed out. At first I thought I don't have enough text for it to work, but then I tested it with copied text from a published story map, where it is working with the same amount of text. I don't understand how to fix it. Picture attached for reference.

@ZaaraKidwai -- At Enterprise 11.3, only button-style actions support changing the media type. You can create one of those from the green (+) button. The link style actions (created from highlighted text) only support updating a map that has already been placed into the media panel.
The documentation does mention button-style actions are supported in 11.3 (What's new in ArcGIS StoryMaps on ArcGIS Enterprise—ArcGIS StoryMaps | Documentation), but I can see how this is not completely clear. In one of our upcoming release cycles we will update our documentation to more clearly call out this detail.
@ZaaraKidwai -- I'm not sure, but if you can answer the questions below that will help us troubleshoot.

@OwenGeo So the link of storymap that I sent in my previous comment, did they use a newer version? Because I don't understand how they did it, if that is not possible yet. Please check, they added media with link style action in this document including photo and video https://storymaps.arcgis.com/stories/c633976de1d1492c86c99dcb6473cf13 Under "Significant species" section.
@ZaaraKidwai - That story is hosted on ArcGIS Online. You can tell because the URL is "arcgis.com."
The ArcGIS Online version of ArcGIS StoryMaps always has the latest capabilities. If you are running ArcGIS StoryMaps on a version of ArcGIS Enterprise, you may or may not have capabilities that you see in the ArcGIS Online version.
