Customize default maps in StoryMaps Themes

Develop a way to chose the default express map/map tour settings when creating themes.

In the Esri curated StoryMaps themes, the colors and basemaps of the express maps and map tours are different for each theme. Ex: Slate theme defaults to the newspaper basemap; Ridgeline theme defaults to the topographic basemap.

It would be great to be able to specify basemaps to go along with our organization's authoritative themes! Especially as our agency has its own basemaps that are an important part of our graphic identity. As it stands, walking StoryMap authors through the steps to find the official basemaps they should be using under Change Basemap is quite cumbersome.
