I'm looking for a guide or assistance on how to assign inspections in the Damage Assessment Solution so that inspections show up in the Survey123 inbox. I've added my users to the appropriate groups, used the Manage Damage Reports experience page to assign inspections to users but nothing ever shows up in the inboxes. I've followed the directions located here https://doc.arcgis.com/en/arcgis-solutions/latest/reference/configure-damage-assessment.htm
I've added the users to the Damage Assessment Mobile Users group as well.

Correct, you do not need the reference grid. As long as there is a point in the IndividualAssistance layer you can assign it. The screenshot attached shows as long as you have changed it to Assigned and the Assigned to has a value (this part is in the config section where the alias is in the dropdown, but the real value needs to be the online user name).

Assignments are done in the Damage Assessment Operations application. See this section in the Use documentation, specifically scroll down just a bit to Assign Damage Reports

The solution is designed where you can start using the Individual Assistance Survey without needing to be assigned. The assignment portion is useful if a report has already come in (via a Windshield Report using Quick Capture, or the Public Report using Survey123, or perhaps dispatch and you add manually) and you now need to do a full assessment.
If you have a whole neighborhood you wanted to make assignments of- you could load address points using append into the IndividualAssistance layer then use the same workflow to create assignments. Let me know if that makes sense- happy to discuss in more detail.

I'm looking at having building inspectors do surveys of homes with survey 123 by city real estate sections. City staff in each department would survey their public facilities for damage. Parks would survey parks and recreational facilities. Utilities would survey their locations and assets. I've customized the surveys with scripts to obtain information from the Property Appraisers, like parcel number, building values, year built, etc, for Individual Assistance and for the Public Assistance to pull data from our risk management asset layers. Since the staff are not experts in damage assessments, I would like to be able to assign an inspection to a more knowledgeable user to do a full assessment in detail at a later time.
I've followed all the steps and still can't get anything to show up in the inbox. I'm assuming that creating the reference grid and using the bulk editor is not necessary as you can assign them individually with the Smart Editor. I'm just not able to see anything when I open the Suvey123 app on my device.

I've attached a screen shot of an assessment showing the Report Status and Assigned To fields being populated. To avoid any confusion, I added the user name to both the label and the code value.
