clip services to poylgon when publishing or in Javascrip SDK

I dont know if its because google search is such garbage now, but I cannot find how or if you can limit the extent of data in a map or feature service using a polygon. I may be miss remembering, but I thought that publishing with the map properties set to "Clip Layers>Clip to an outline" used to be honored when publishing. Was that ever the case? Is there a way to do this now?

Ultimately I need to take a number of state-wide datasets, some of which are managed by other agencies, and clip them to only the watershed of interest. I was hoping to do that in the map/feature service, but if not there then is there a way to limit the visible extent to a polygon in the Javascript SDK?

If that wasn't clear enough, here is a picture of what I want to do. I want to limit the extent to the watersheds without doing a geoprocessing clip operation because I want to keep the data connected to the aurthoritative and regularly updated location. But I dont want to have some layers extending across the entire state when I only need them in these areas.
