Users accessing ArcGIS Server services through their browser (https://<host>/<context>/rest/services) can find the copyright text, the description, the service description, and under Document Info: the comments, the subject, and the keywords. However, the "Use limitations" (Pro) or "Terms of Use" (Portal) are not included.
When publishing a REST service using ArcGIS Pro, publishers naturally assume the Use Limitations will be seen by all end-users, regardless of how the data are accessed. We have begun directing our data publishers to add those Terms of Use to the Description as well, in order to ensure all end-users are informed, regardless of how they reach the data.
The data publishers then ask me, "Why do I have to put this same info in two places?" or, "Why is there a Use Limitations section if it doesn't get used?"
I told them, "Good question. I'll ask Esri."
