Copy Item - new item still points to original hosted feature layer?

Recently I called the /copy endpoint on a hosted feature layer in Portal (10.9) expecting that it would create a new hosted feature layer entirely with an exact copy of the original layer's schema and data.  The result was a bit different than expected.  A new item was indeed created and the new item and original item have different item IDs as expected.  But the new item's URL is identical to the original hosted feature layer.  The sublayer URLs are also the same for both the original and the new item.  It seems to be a shallow copy of sorts, instead of creating a whole new hosted feature layer it seems to be a pointer back to the original.

Is there a way to copy and item in Portal and make it a deep copy resulting in a new item AND new hosted feature layer with separate underlying data?
