Problem with Importing GCPs

Problem Importing GCPs, txt or CSV in ArcGIS Reality. Why is this happening?

What is adding the double quotes around the numbers?  ArcGIS Reality? or where it was created?  It isn't clear from your post

it was created by Microsoft Excel

the same problem without double quotes, I attached the txt

the problem were the commas... I do not why, but I fix changing the commas by dots.
