I would like to migrate Pro SDK project from 2.9 to 3.1

For this I need the ArcGIS Pro SDK for .NET (Migration) (as the docs say).

I am working without connection to the web. Where can I download it from?

You can download the ArcGIS Pro Migration vsix (Visual Studio Extension) here:  ArcGIS Pro SDK for .NET (Migration) - Visual Studio Marketplace

and copy the vsix onto the off-line system.  

Double click on the vsix file to install the extension.

If you have a ArcGIS Developer Subscription or access to My.esri.com via a Subscription (and our Primary ESRI contact enabled it) you should be able to click the Download button and download the MIS, ISO, etc. file.
There is an option or order an actual thumb drive with the installers as well, but you have to Request this, it is no longer sent automatically to ESRI customers.
