XY Data projecting in the wrong place, need another opinion

The lat/long data is correct and have checked everything I know of.  Need to give my brain a break.  Any other ideas out there?

When you use the XY Table to Point geoprocessing tool in ArcGIS Pro, are you selecting GCS_WGS_194 for the Coordinate System Parameter?

Yes, it comes up as the default.

So I tested a few of the XY coordinates and as you said, they are truly located in CA.  What I would do for a test is open a new 2D Map View in the Pro Project, add the Table, and run the XY Table to Point GP tool using the WGS 1984 coordinate system.  Does the newly created feature class line up as expected?  Please advise.
