Vector Tiles not drawing completely

I was published vector tiles and the labels from ArcGIS Pro successfully.

But when I reviewed the layer,I noticed that I can't see anything if I zoom in to 200 ft.

I didn't modify appearance visibility range from ArcGIS Pro.

So I can't understand why this situation was happened.

Any suggested solutions or any advice?

If your ArcGIS Enterprise is at 10.6.1, there is a patch that you may need to install; Esri Support ArcGIS Server 10.6 (10.6.1)
