Currently there are a few "downstream trace" options. Namely building or using a trace network or using the "ready to use" trace downstream tool seen here:

https://pro.arcgis.com/en/pro-app/2.7/tool-reference/ready-to-use/trace-downstream.htm

"The Trace Downstream tool uses a hosted digital elevation model (DEM) to trace downstream flow paths. The resolution of the DEM used depends on the location of the analysis and will be recorded in the Data Resolution field of the result layer."

It seems there is no simple work flow for if a user wants to define a "pour point" and perform a downstream trace on their own hydrologically conditioned DEM.
Unless I am missing something?

I will answer my own question by reporting that Arc Hydro's Flow Path Tracing tool does exactly what I was looking for. It requires a D8 Flow Direction raster (and a starting point) as input and runs quickly and reliably.

You need to install the Arc Hydro plugin if you have not already, it can be found here: http://downloads.esri.com/archydro/archydro/

I'm having issues finding the documentation on the Arc Hydro's Flow Path Tracing tool. Did you happen across it? I found the ready-to-use one easily.
