If I'm not mistaken, symbol layer drawing should draw from the bottom up. Therefore, in my map, with these settings, I should see my <all other values> beneath the named values of Kewanee and Muscatine.
As you can see, one of my <all other values> features actually covers up my layers above. I'll increase and darken the border thickness so this is more obvious:
I'd like my gray municipalities to sit behind my orange ones...do I really have to make another layer for that? I can't figure out what's going on here. Whatever I do, the gray appears on top of my border.
I'm using a gradient border for a drop shadow effect, but it's not going to look good if it's covered up by neighboring polygons, and as far as I can tell, this shouldn't be happening.
