SQLite Databases created in PRO won't import to TAK or other GIS spatialite readers.

Using PRO geoprocessing, I am creating SQLite Databases and it is exported as a sqlite file. When I attempt to open these sqlite files, in WINTAK, CIVTAK, ATAK or other GIS Software, I get an error message that states "import failed." When I export these same exact files in other GIS Software, I have no issues. 

We are working on/exploring getting the Data Interoperability Extension to export as MBTiles which are also spatialite but for workflow purposes we would like to be able to use the geoprocessing, create SQLite database function within PRO.  

Does anyone have a fix or any suggestions for troubleshooting?

One question that comes to mind is are you using the TAK plug-in for ArcGIS?  You can learn more about it here.

It is helpful to share the tool and specific parameters being used to create the SQLite database.
