Rotated Annotation - change extent bounding box?

Is this intended behavior? We have annotation generated on a rotated mapframe. When we edit the annotation the "bounding box" does not fit the text properly. Since annotation callout lines are seemingly tied to this bounding box it's makign it impossible to get accurate annotation placement.
