Is there a way to get roads maps of any place in the earth and import to ArcGIS pro like a shape file to edit or analyzing it

One way is to download the OSM Shapefiles (.shp.zip) from http://download.geofabrik.de/ (Click on the Continent Name to see the list of countries). 

e.g. For Asia, http://download.geofabrik.de/asia.html

Note: The zip file will consist of many other layers as well, but you can choose to use the desired layer(s) in ArcGIS Pro.

You can also visit the government sites for places you are interested in. They often post data for public use.
