We are currently testing arcgis pro as an RDS application and have observed the following weird behaviour:
Has anyone ideas how to solve this?

We are having the same issue as well. It is affecting our entire team, it would be great to see a resolution
We are experiencing this as well with ArcGIS Pro; it does not happen with ArcMap or any other applications.
If you go to your computer System > Display settings and change any of the Scale, Display Resolution, or Orientation settings, and then change them back, the shift will correct. However, once you close the application and reopen, the shift/offset returns.
Very annoying, Will see if ESRI will log this as a bug.
We are having the same issue with ArcGIS Pro as a remote application in Azure Virtual Desktop. It will become critical as soon as we are forced to retire ArcMap in March of 2024.
I opened a case regarding this issue as we are also having issues with certain pop-ups working correctly in ArcGIS Pro in a Terminal Services environment. There is clearly something wrong with the display settings of the application, but unfortunately ESRI stated that it is "out of scope" for support and they will not be looking into correcting the issue. Obviously this is clearly not an isolated environment issue, so this is very frustrating.
I'm having a similar issue but in ArcGIS Pro 3.2 (latest build with patches) running on Windows 11 (Parallels on a MacBook M1). Just started happening last week. Re-installed ArcGIS Pro - still happening. Tried changing scale/resolution in display settings (Windows). Not resolved. Tried using it on the MacBook display alone - not resolved. Tried not using the mouse - only the touchpad - doesn't resolve it. This is pretty bad, having to guess where to put the point to rearrange elements on a layout. It basically renders all the layout/editing tools useless. Anyone find a solution to this yet?
