I am having trouble with my legend. In my layout, the Legend displays exactly the way I want it to display. However, when I print, it expands the legend to include an "Image Red: Band_1" that isn't shown in the layout. It even reshuffles the columns to fit it in as if it was shown in the Layout. I checked the Legend list for the Layout, and the box next to "Image" is not checked, so should not be shown and should not print. Seems like a bug to me. This is the second time this has happened and on different projects. Both occasions, it was forcing the legend to print a service layer (background aerial imagery).

I posted in that thread a solution that I found. When I had the legend created without the offending map service layer, I opened the legend Options, expanded Synchronize with map, and cleared all 4 options there. When I printed, it did not include the offending map service layer in the legend!

I thought that would work, but did not. The solution there was to create a new legend by first selecting the layers in the content pain and then creating the legend. I did that and the image layer did not show up in the legend in the layout, but still showed up when I printed. It sounds exactly like my problem on that thread though.
