Pro Project Templates - New Geodatabase in each project from a GDB Template

Our team created an ArcGIS Pro Project template and linked an empty template geodatabase to the file when we packaged the project template. In opening a new project with the template, the GDB sources back to the original folder and we want it to create a copy of the GDB in the new project location. Is there a way to use Pro Project Templates and create new GDBs in the new project location with a GDB template?

It might solve the problem to make the empty template GDB the project geodatabase, if it is not already, and use the Share outside of organization option when packaging (https://pro.arcgis.com/en/pro-app/latest/help/projects/create-your-own-project-template.htm).
