Pro license from portal does not work

We have portal 10.5 with valid pro license that was assign to user X

We have pro 2.0 installed on a different machine.

Pro is working when it is taking license from on-line.

When we try to start pro using portal license if we try to login as user Y we get error that this user is not licensed for portal.

If we login as X pro just shut down.

In the portal we can see that user X just used pro license.

We found log file in C:\Users\USER\AppData\Local\ESRI_Licensing\Logs

That have this message:

-- Creating if not present/ overwriting lss.dat file as a task of saving session state for https://www.arcgis.com/ portal

bWorkingWithLicensingSrv = true

Offline mode = false

bLicenseSessionPresent = false

Any idea?
