Poor resolution on ESRI imagery versus Google imagery

The imagery on ESRI products is extremely poor at least in comparison with google imagery. See the screenshots below:

Is there better imagery available that could be accessed within ESRI products, especially web; and if not, is one able to utilise their own separately purchased imagery in web products for example experience builder?

There are many sources of imagery as web services. 
For example in Australia, Queensland, the Department of Resources publish a time-series image service that you can use in Pro. Other states and jurisdictions have the same.
These could be in image services, map services, or non-Esri WMS or tile services.

Ask your local council, county, state or federal government agency if they have image services published. It will usually fall under the mining/resources or Environmental themes.
These will likely be the most up to date and can be very high resolution and used in web app products.
I have not found many set up to use as offline basemaps for Field Maps - Ymmv.

Look into services such as Arlula that will help you buy satellite imagery from archive or new tasks for small areas.

To use your own imagery you have to create a tile package and upload/publish to AGOL.  
Let us know if you are familiar with that process or not. There are catches with regards to best use of credits in AGOL when publishing image services.

The ArcGIS Living Atlas of the World has high spatial resolution in various formats you can access here - ArcGIS Living Atlas of the World 

For example, the World Imagery layer:  

The map is currently comprised of the following sources:

 

  • Worldwide 15-m resolution TerraColor imagery at small and medium map scales.
  • Maxar imagery basemap products around the world: Vivid Premium at 15-cm HD resolution for select metropolitan areas, Vivid Advanced 30-cm HD for more than 1,000 metropolitan areas, and Vivid Standard from 1.2-m to 0.6-cm resolution for the most of the world, with 30-cm HD across the United States and parts of Western Europe. More information on the Maxar products is included below. 
  • High-resolution aerial photography contributed by the GIS User Community. This imagery ranges from 30-cm to 3-cm resolution. You can contribute your imagery to this map and have it served by Esri via the Community Maps Program.

Unfortunately the resolution on the world imagery layer is still not good enough. Quite blurry. Please see the comparison with google below:

I even tested the World Imagery Clarity which is supposed to have better resolution but it is still quite blurry and of poor visual quality.

As I work in Training Services, I do not have access to the why's/how's of imagery provided from the Living Atlas Team.  I would recommend initiating contact with that team via this URL - Imagery and Remote Sensing Software Integrated with GIS (esri.com) - at the very bottom of the webpage is a "Need help finding the right solution?" item you can fill out with your contact details.  A person from that team will contact you so you may discuss the requirements and recommend options for you.
