Plotting a Polyline from data with a real word width

New to the concepts of ArcGIS.
Something that should be easy, I wonder how hard it might be.

I have waypoint data to create a polyline for a route. With that data would be a width of a visual observation or even a radar observation along the route measured in Metric. (m or KMs)

Can arcGis simply create a polygon of sorts around the Polyline of points to a real world scale of the observation size? 

My alternative thought is that I may have to calculate the Lat/Lon position of the observation extents of each waypoint leg, essentially creating a polygon rectangle and then do some sort of smooth polygon fill of the complete route.
