Parallel Processing Factor (Geoprocessing Environment) did not honor percentage "%" style setting

Setting the Parallel Processing Factor through the "Analysis" tab --> (Geoprocessing) "Environment" button won't honor the percentage style setting! for example, if you set the value as "80%", ArcGIS Pro actually runs 80 "LocalWorker.EXE" processes, instead of the number of 80% of the CPU cores/threads! However, if you set something like 10, it will run exactly 10 "LocalWorker.EXE" processes.

I am running the "Label Objects for Deep Learning" tool from Imagery Analysis and "Export Training Data fro Deep Learning". My system is ArcGIS Pro 3.0.2 on Windows 10-64bit with Intel Core i9-10900X CPU and 64 GB memory.

There are bugs listed for the parallel processing factor.

Here is the list, which are tool specific in most cases,  I didn't look at it in any detail, but there may be overlaps with your tool useage.
