modelbuilder output data location changes to scratch.gdb after unpaking ppkx

ArcGIS Pro 2.9, When I unpack a project package the output location for tools in my model changes to a scratch gdb and then the tool doesn't work.  Is there anyway to correct this so the output location doesn't change?
