To confirm the tool is having an issue, I went ahead and copied a shapefile and deleted all the fields in the copied shapefile. I then used merge with the original copied file and get a new file without any fields whatsoever.
This is with a point shapefile. Polygon shapefiles work with merge.

using arcpro 2.2.0 maybe I'll upgrade

Did you see this: https://support.esri.com/en/technical-article/000014288
The bug seems to apply to ArcMap, but the enduser says they are using Pro. Is the documentation not thorough enough as it leaves out whether this bug also occurs in Pro?
Most of the gp tools and errors are the same between Pro and ArcMap. For something like this, it would seem that the geometry error described in the technical article might address what Brandon McLaughlin is experiencing. Brandon, what say you?
Hi guys, thanks for your replies. This was such an easy work around and I'm thankful the technical bulletin solved the problem with ease. I went with option #2 and disabled M and Z values in environments, and the tool operated as intended.
Great! Glad that worked out.
