I'm using ArcGIS Pro 2.4 and was wondering if it's possible to add geolocated text into my layout.
I am only able to add static text currently, which means if the map is panned, the text does not move with it, which is what I would want.

Hi Alex,
Text elements added to the layout are in "page" space. There is no connection to the geographic space of the map. If you want text to be anchored to a geographic location you need to add the text (static graphic text text element, feature label or annotation layer) to a map.
