Labeling on ArcGIS Pro

I would like to create 2 labels that go together but are formatting differently. One would be a number placed within a circle and the other would be text sitting beside this.  The way I have currently created the numeric label is to sit it on top of a point that sits adjacent to the polygon on the map.  This is not ideal but I couldn't think how else to do this.  Appreciate any ideas you may have.

You may have already thought about this, and there may be a more elegant approach, but you could just duplicate your layer, set the symbology to clear/nothing and label that with the 2nd style?
