Why is the icon for ArcGIS Pro 3.5 in the taskbar not the same size as other applications?

This could become an Accessibility issue, eg for visually impaired users, so it is now logged as a defect, ref BUG-000177777.
Meanwhile, you can keep the Icon size consistent with the Windows Taskbar option "Always hide labels", although you will then lose the accompanying label.
In my testing of this just now, the width of the icon in the task bar is dependent on how long the name of the application is (in your case, "Testing") until it reaches the maximum width.
For example, I named my ArcGIS Pro "Testing" and it made the width long enough to display the text "Testing." Then I named another ArcGIS Pro "This is a long name test."
You can see from my screenshot that the width of the icon is dynamic based on how long the name of the application is. It also takes into account how much remaining room you have left on your taskbar. So if you already have a lot of other applications opened on your taskbar, then the width might be smaller than if only ArcGIS Pro was opened.
I'm not talking about the width of the tab in the taskbar. The actual icon is smaller.
Ohhh, I see what you're saying. That's not an issue I can replicate in ArcGIS Pro 3.5. The icon sizes are all the same for me.

Are there any plans to fix this bug in ArcGIS Pro 3.5 as well? To be honest, I am surprised that the recently released patch 3.5.3 does not fix the problem. As a company that always uses the stable version (3.5.x, 3.7.x), do we really have to wait several years?
