How to generate service area without consuming credit as I have millions of locations so using credit won't be possible?

Hi DanPatterson, this Network Analyst extension is consuming credit 0.5 per service area. I want to solution which doesn't consume credit. Please suggest possible options.

From the doc: "The following Network Analyst tools will consume credits when the network analysis layer references ArcGIS Online as the network data source, or when you use a server connection to logistics.arcgis.com."

To avoid using credits with Network Analyst, you will need to obtain street data for your area of interest, create a network dataset on it, and run your analysis on the local data.

I've tried this process. I've trying to use the closest facilities api on the developer portal. I've hosted my network, however it is still consuming credits?
