how to customize hybrid reference layer basemap

is it possible to customize the hybrid reference layer visibility in ArcPro? I see that the visibility range can be modified but by default the max and min scale is set to "none" but when using the layer and you zoon in below1:35000 more detail is shown than when you are zoom out above 1:35000. I would like the level of detail shown at the 1:35000 scale to also show at the 1:300000 scale but don't see away to do that. Any help would be appreciated. I am using ArcPro 2.6.3

You, need to define the zoom scale on feature layers which need to visible on a particular scale. If you have multiple features then you can define the multiple scales on multiple features.

Also curious if this is an option - anyway to customize ESRI Reference Layer labels without creating a custom vector tile syle?
