How fast does ArcGIS start?

I have a customer that runs ArcGIS and he is disappointed with how fast it starts. He has a system that is nearly equivalent with one that a colleague has that starts it in 9 seconds and his starts in 19 seconds.  Both systems are Intel Core i7 3.x GHz CPUs, 16G memory, 500G SSDs, and Quadro 600 (K620) video cards. He would like it to start more quickly.  Are there any thoughts on how to shave 10 seconds of start time off?  Thank you.

Thanks for the link, Rebecca. Would you mind telling me how long Initializing License stays up on your screen when starting ArcGIS?

about 18-Mississippi for Catalog, about 15 for ArcMap (blank map).  That is maybe not the initializing license alone, but the splash screen. 

Catalog probably could use a Results clearing.  ArcMap has a few extensions checked (one that didn't have a license available, but I had the toolbar open).  about 10 seconds if I turn off a few extensions and toolbars.  Of that, probably only about 3-4 seconds are license initializing, but I have a fast network connection to the license manager. 

Only tested on one machine....varies per machine for me too.
