I am currently working on a study assessing the association between the availability of quality early learning centers and childhood obesity.

My mentor suggested that I geocode the locations of all of the early learning centers in Philadelphia and then count the number of total ELCs in each census tract (this would be my denominator). Then, among all of the EECs per census tract, count the total number of QELCs. 

I have already geocoded all of the ELCs in ArcGIS Pro, however, I am trying to get a count of ELCs in each census tract. How would I go about doing so? Do I have to join the polygon data to point data?

Yep.  You will be performing a point in polygon spatial analyses.  Check out ESRIs online data for census tracts.I'm keeping this vague on purpose to spur you to do some digging on your own...

That should just about do it....
