Just curious if there is a way to find and fix lines not snapped to points without having a Standard or Basic license?

There is but it may require some knowledge of either arcade or python in order to find unsnapped points. The other thing to try is to set a location filter for all the points and finding the nearest line where the distance is greater than 0.

For visual inspection, you can try using Vertices and Nodes capability to see where unsnapped points are located- in Vertices and Nodes, they are called 'Isolated Points'.    Vertices and Nodes is available with ArcGIS Pro 3.5 and later.
