Filter Open Street Map 3d buildings

I am trying to display the 3d buildings in a city and I am using the Open street map 3D Buildings from ArcGIS Living Atlas. When I load it into my 3D layers, I see all the buildings outside my desired area.

I want to clip the buildings specific to the city but ArcgisPRO says003663: Scene service does not have extract capability.

Masking an area of interest from the OSM 3D buildings layer is the example they give, so it looks like you can get what you want by following their steps.
