Extra colors show up when classifying a raster in Scene

I'm classifying a raster. I've created 5 classes and assigned discrete colors. In Map (2d) view this works fine. When I do this in Scene, I get tints and shades of the colors scattered throughout. Does anyone know what's going on? The screenshot shows the 5 colors in the legend. On the map (scene) you can see additional colors. I've changed the reclassification to Cubic and it solves the problem, but the person I'm doing this for does not want to do that.

Do any of those classes have transparency in their color?  It almost looks like 5k–10k and/or 10k–25k could be transparent and overlaying a basemap that's bleeding through.

No, none of the colors are transparent, neither is the layer. Layer blend is normal.

Originally this was listed as BUG-000157843 - "Classified Raster symbology changes depending on the resampling type used for rendering scenes" but was closed and listed "as designed."  The explanation  and solution is - "As designed, this behavior is expected in a Scene. To remove shading, turn off lighting on the surface where the raster is displayed. To disable shading on layers draped on the ground, select Ground, open the Elevation Surface Layer ribbon, and unselect the Enable Lighting option from the Light and Shadow group."

That sounded promising. But no dice. Still getting the same thing. I also turned off any illumination options under Scene properties.
