Expression Query not reliable

Something weird is going on with ArcGIS Pro. When build a expression in "Select by Attribute", the selection set keeps reverting back to the older/previous query, or the Value field becomes empty, erasing the options I selected. This is a real pain and a major source of data error. This even happens in the Def Queries I build. 

Would appreciate any help!

Sounds like a bug, honestly. If you switch the query to SQL, is that also showing the previous value? I would attempt writing/modifying your query in SQL to see if it performs differently, to see if the issue is just with the clause builder, or the definition queries in general.

Thanks for the reply Josh. Once I build the expression and switch to SQL, it does show the previous value. But, the error does not happen when I build the expression in SQL.
