Explore Button Settings - ArcGIS Pro

Is there a way to PERMANENTLY set the default layer for the Explore Button in an ArcGIS Pro project like we were able to do with the Identify Button in ArcMap?  See ArcMap Options screen shot below.  I know that I can change the setting from Top Most Layer (the current default) to Visible Layer (the one I use the most) every time I open the project, but it won't save with the ArcGIS Pro project.
