Error running Append tool in ArcGIS Pro

following the steps to load data for the Public Notifications web app, I get an error running the Append tool to load data into a hosted feature layer I exported to a .gdb from aGOL:

"The user does not have permission to execute the operation. [Create capability is not set]"

this seems sort of basic but I'm new to Pro so any help would be appreciated

On AGOL, under My Content, open the Feature Layer and go to Settings --> Feature Layer (hosted) Settings.

Check Enable Editing to complete the steps for setting up Public Notifications (or any app, I suppose)

If editing isn't enabled automatically, it seems like it should be mentioned somewhere in the setup/config steps.
