editing metadata error: Document already has a "Document Element" node

Hello. Had anyone encountered this error message indicating that “ The document already has a "Document Element" node' when attempting to edit  metadata of a feature layer?

We are now experiencing this as well, on data exported originally out of Enterprise Portal 10.9.1 and brought locally as fgdb into Pro for metadata addition

We just ran into this exact issue today as well, but our Enterprise Portal is version 11.1
