It does not.  But you may want to look at ArcGIS for Personal Use Program | ArcGIS for Desktop Advanced for Personal Use  for $100/year which does.

$100 a year gets you:

I will also encourage you to try ArcGIS Pro, if you have a "high end" machine with recommended specifications. ArcGIS Pro 2.0 system requirements—ArcGIS Pro | ArcGIS Desktop. 21 days is a good time to get started.
