Does License Manager 2023.0 fix BUG-000157210?

Running ArcPro 3.2 with 11.1 Enterprise in Azure using License Manager 2022.1  

We experienced a similar issue to BUG-000157210 where our Windows Server 2022 Datacenter Azure Edition lost communication to the 2022.1 License Manager, even though they are on the same machine. 

I tried to run the Diagnostic in LM but couldn't get it to display a "System Binding changes detected" message.  The logs said "Wrong hostid on SERVER line for license file: ..." (Rather than the correct VM_UUID=, we had VM_UUID={"apiVersions": ["2017-03-01", "2017-04-02") ...then all the licenses were disabled.

The BUG states the only workaround is to:

  1. Uninstall ArcGIS License Server Administrator 2022.1.
  2. Reinstall ArcGIS License Server Administrator 2021.1.  

However, this solution is from July 17, 2023, before the release of LM 2023.0 

I am wondering if the new License Manager 2023.0 fixes the BUG in 2022.1.

I have done just that and there is no fix.
